Why Not Network Analysis?

The question is a simple one. But the answer has not been easy to find. I have asked a number of organizations why they focus at the individual level and not try to develop the network in which the individual operates. The answers are wide ranging, but offer little in the way of insight. While it is important to have information about the individuals who comprise the network, we must also be cognizant of the network. From the network successors to captured or killed leaders arise; individuals who often are not on our radar screen.

I am not advocating giving up on the individual, but a longer term effort, one that focuses on the network, is also needed. Consider it the long term analysis project, the individual the short term. Only when we do the two together can we influence the direction of our adversary.

Network analysis also helps with the Global Pursuit effort. Instead of chasing we should be able to anticipate, the network provides the data necessary to do the predictive analysis necessary to track, locate, and detain Persons of National Interest.
